you don't know what they were discussing. What was the "insurance policy"? You're interpreting that as the "dossier" because Hannity says it is so, but you, nor I, nor Hannity, knows for sure that's what they're talking about. Nor do we know what it was an insurance policy for.....

It could be something innocuous. I agree that it looks strange and that appears to be the context, but we don't know.
