Here is another. If we write a regulation that allows nurses to open clinics in areas that are not being served by medical professionals similar to PAs you are encouraging them to do so. It is not a negative regultion of thought shall not do something.

If you want to twist it around and say there shouldn’t be a regulation in the first place that is an entirely different conversation
