I worked in the electric utility industry for 35 years and have reviewed many power supply plans. As surprising as it may sound to you, clients paid me good money to review those plans.

Land based wind power is cheap in many regions, including Texas and Iowa (for example).

On the other hand, off-shore power many times isn't, in part because NIMBY's insist the turbines be a long ways off shore.
