Also, Lamar Jackson (Louisville QB) was a top 500 ranked recruit with offers from a litany of P5 schools including numerous powerhouses. Look at this offer list:

If we can get a 3-star prospect with an offer list like that, it would certainly count as a "top quarterback". IMO, offer lists are more meaningful than "star" ratings.
