the streets - as catbird noted below, the developer built the streets and may have used tif $ in doing so. The developer turned the streets over to the city so that they would be maintained while he was still selling houses. He wanted those thru roads to get foot traffic and sell more houses.
Once they're public streets, you can't just close them off; people that live there want to use those exits and people that don't live there want to cut thru. Drivers should obey the traffic laws (watching out for kids.)
Putting speedbumps in public streets isn't as easy as changing light bulbs (you said yourself that you don't like the bumps.) If there are complaints about speeders/school zone, the cops should provide patrol it.
