HOA members decide to upgrade street lighting to LED. The street lights are owned by a small private electrical utility. The utility was contacted and they provided the quote for the upgrade. The HOA members voted to pay for the upgrade. Work started less than two weeks later.

Success dealing with a private business. Failure dealing with the local government.
