You can end the program. I don't have a problem with that, but the money has to be there to meet the future commitments that were made.
Medicare and medicaid is a non-starter politically. AARP will hurt you bad if you mess with that without going to a single payer plan of some sort. Neither party is touching that.
That leaves us about 20% of the budget left to tinker with and argue about.
