I believe the mandatory minimums are a reaction... sometimes and overreaction... to judges who give idiotically low penalties. People get upset and try to put in formulas to come up with more reasonable sentences.
Unfortunately, having politicians trying to get elected by promising things to people who are already upset probably isn't the best way for society to come up with reasonable penalties for perpetrators. Unfortunately "common sense" isn't all that common... or at least that all too commonly seems to be the case anyway.
