Russia either meddled or they did not. If you believe they did not, then you are too partisan to have this conversation. Until facts come to light that there even COULD BE another actor in this, we have to default to the likelihood that Russia was behind everything we know.
And thats easy enough to say, but Trump cant or wont. Therefore, Clapper's assessment in the OP is accurate.
