wasn't keeping Romar, which meant he would be let out of his LOI. But technically he could have indicated he wanted to not attend Washington, Washington could have said "Fine. Sit out a year." and kept Romar employed. That would have been a major PR nightmare for them though and with Romar's failures as a coach, it was easier to just fire him.
