And they don't just show up and magically make it to the floor of the reported shooting.
And keep in mind the shooting of concert goers started as well when they were arriving. I'm quite sure that radios were popping and the chaos affected getting to the 32nd floor.
All of this pretty understandable imo...

Please explain why this message is being reported.
