it's a two part answer. I'm not overly concerned about how someone else conducts himself/herself during the national anthem.
Secondly, pro football players workplace is governed by a collective bargaining agreement. That plays into the league or individual team owner's ability to establish policies (or write new rules.)
Nobody can force a team to play a player - however the team can't just arbitrarily fine a player for something that's not a prescribed action.
