You aren't going to get a bunch of geniuses that want to be a police officer for $30k-$60k a year, working night shifts, evening shifts, working weekends etc.

The smart guys are going to go work a job where they won't need body armor to protect themselves from the idiots, they don't have to work all night, and they can see their families on a regular basis.
