the storm was trapped over the gulf by inland high pressure systems.

How is this related to climate change? Are you suggesting that high pressure systems were created by climate change? Or maybe tropical storms are a result of climate change?

If you get a cold you blame climate change. Weather happens and in this case some really bad luck stalled a huge storm on Houston's front porch and allowed it feed off the gulf and dump on Houston.

Simple weather patterns and bad luck caused this.
