1) Many employers do not match (or match very small amounts)

2) The goal of a 401k is to defer taxable income NOW at your higher rate and get taxed later at a lower rate.

The employer match came several years AFTER the 401k was created as employers stopped having separate retirement plans and used the contribution as a substitute.
