To get the law changed, the Constitution has to be amended to give the president power over the states. Blanco was balked at turning the National Guard over to Republican Bush or letting FEMA in. If you'll recall, FEMA was poised to move in but had to wait for permission from the state. Bush likewise couldn't nationalize the LNG until Blanco turned it over to him. But since that wasn't the narrative it didn't get much coverage. And the repetition of the false narrative made it the truth. You know, like the Rooshun Cuhlooshun. Whatever happened to that, BTW?
