If it is the LAW that kept the Federal Emergency Management Agency move and that happened so many years back and the GOP was shamed by it - as you allege - then what have they done in all their years in power to change that. Further, the idea that some politician knowingly hurt poor folk in N'Orleans b/c gee whiz maybe it might reflect badly on George Bush is bull****.

What hurt Bush were both a comment he made and his mom made. "You're doing a swell job Brownie" and that thing Barbara said about the poor getting a roof over their heads or something. W was DISCONNECTED. Had nothing to do with the Governor.
