NO, again, the US govt is not morally obligated. That's an endless pit.
Is the US govt morally obligated to feed every human being in the world? To rid 3rd world countries of poverty, despair and disease?
You're cherry-picking a spot on the globe to gloat morality while suffering happens endlessly all over the planet.

You feel a moral compulsion? Join a charity and do something about it but STFU about stealing money from your fellow citizens so the US govt can conveniently play good-cop in an area vital to oil and other strategic interests.
