viewed favorably to Comey, it explains his actions. Viewed as worthless, it makes him look like a dope. His actions were taken in real time though, which always look clearer with the benefit of hindsight. You throw in the peripheral meeting between Bill Clinton and Lynch and you can imagine why they thought it might have merit, although it appears to be creative assembly of outside events like the DNC - Wasserman Schultz e-mails and the Clinton-Lynch meetings.
