Our system blew chunks so bad in 1992 (25 yrs ago) that the first thing out of the box, the newly president goes to address it. Fails to do that. And it comes back again and again. 25 years ago - the QUALITY of care here was top of the line too, though systemically it failed. Quality of Care is no longer tops here.
