Trickle down - as you well know - is the failed policy or providing tax cuts for the elites under the assumption that they utilize this bounty of cash rebuild the economy and the benefits trickle down to everyone else. Failed everytime. W Bush used it AS his "economic stimulus policy". Fail, fail, fail.

Partnership occurs when the govt uses public revenue to make improvements in the infrastructure (primarily physical) through the use of private contractors. How often does this policy work? Every time.
