problems with many inner city/ suburb border school districts is that many of those that move to the burbs to escape failing districts demand the same culture that failed them in the original districts.
Instead of the suburban schools demanding that the transfer students conform to the norms that made the schools successful they instead defer to the norms of the new transfers which starts the school districts into a death spiral. We are not allowed to challenge the African American culture and instead are willing to sacrifice entire systems on the altar of political correctness gone mad.
