If I am asking my boss to fire someone very high up in his organization I am definitely going to get his feelings on the matter before committing myself on record.
Do you really think there is a chance in hell Rosenstein pens that letter if he is not 100% sure Trump wanted Comey out? I'm going to write that pointing out all the guys faults and weaknesses only to discover, after the fact, that the boss likes the guy and has no plans to let him go. Oops, sorry boss I didn't really mean all those awful things I said. Oh, you can ignore all the quotes I put in there everyone really feels he is doing a bang up job. Thanks boss.
