that it's not considered "illegal" to accept money to lobby on behalf of a foreign country and then not sign off on actions which that country doesn't want you to take. I guess if you can articulate other reasons why the action should not be taken, then it's arguable.

And before folks start screaming about HRC, I think it's just as detestable that she was selling influence. It's a sad statement about the nature of our "public servants" that they're able to peddle this influence and enrich themselves on the backs of the American public.
