He is saying people who are sick should pay more than someone who is not. You are reading into his statement what you WANT to read into it.

Much of the healthcare costs are lifestyle related.. not genetics. (Obesity, diabetes, heart disease, lung disease, liver disease, kidney disease... the list is long!)

36% of Americans are OBESE.. not chubby.. OBESE! 74% of American men are overweight
