The flooding in the Midwest right now likely has connections to climate change. There's little to debate in that regard. Statistics show that we're seeing more annual rainfall and less rainfall days. Essentially, we're experiencing heavier rains. This is occurring in a large portion of the country east of the Rockies. The driving force is a warmer climate.
Does it flood in the spring? Yep. Two record breaking floods in a year and a half? Three in the last 6 years? Statistically the chance of that occurring is very small without an outside influence. Admittedly, levees are one outside influence but you're seeing this on creeks and streams without levees as well.
