the number one correlate to student achievement is parental involvement. There is very little parental involvement in inner city schools. Most are lucky if they get 10% participation in parent teacher conferences. It is cultural problem. Asians don't do better in school because they are so much genetically smarter than others. They do better because they have heavy parental involvement. It is cultural.
