They simply don't sign the official release until they know where the player is going. They can give a written release for the kid to be able to talk to certain schools, but a different release is needed from the actual LOI for the player to actually sign with the new school.

Coach can't put in writing that you can't go to X school, but they can refuse to sign the release until you decide to not go to X school.

They generally will give the release for kids to talk to certain schools only, and then will release them to one of those schools. Sometimes they release them to anyone, sometimes they do the above scenario. Wisconsin did this a few years ago with the kid that wanted to go to Iowa. They simply didn't sign the release when he said Iowa was his choice. They caved eventually though.
