give him a complete release.
If they grant a release, he is free to play anywhere with immediate eligibility next year.
If they don't grant the release, then Tilmon can either play at Illinois or go somewhere else but give up a year of eligibility.
In reality, almost no one refuses to release an athlete from an LOI, especially after a coach gets fired. That's a good way to ensure other prospects don't want to sign there. Holding a recruit hostage when he really doesn't want to play for the new coach is not a good idea.
