I have never been a cop, but I would imagine that in life and death situations, all information is relevant. If the cop knows that the criminal has a violent history then yes that is relevant and can guide actions. If not, the cop must make judgments based on what he sees.
A criminal's prior record has no significant weight in a court of law. This was not a court of law.
