Ironically, Tim Miles at Nebraska seems like another one. Most big time D1 programs have massive advantages over other D1 and all D2 schools in terms of player development too (strength and conditioning, scheduling, better travel schedules, etc.) so if you can even get borderline top tier talent at a top tier school you should be a top 100 program.
Being this bad at as a big conference school at this level is actually hard to do. You need an atrociously bad coach or to be a wasteland, a la Oregon State or BC.
