they purchased in advance tags for animals that were "being managed". So, just like in the states, people count as best they can, the numbers of every species and determine that the dry season vegetation can't sustain that number, and therefore shooting some is more humane then letting them starve and more importantly spread disease that could do far more damage. OK, but a giraffe sure feeds a lot of scavengers.
