Thay are only required to license and insure that vehicle to OPERATE it outside of their privately owned land.

You can buy a car and park it in your driveway or garage without ever licensing or insuring that car....just don't drive it on land that is not yours without that license or insurance..

You can buy a car and drive it as much (or as little) as you want on your 100 acre farm... just don't drive it on land that is not yours without that license or insurance..
