seems incredible, to me, that they didn't already have one but they didnt. now in regard to them just implementing one there is some discrepancy on whether the policy was actually enacted or not at the time of the freddie incident. and there is also some questions about whether the officers who were charged had been trained on the new policy. the judge in one of the cases mentioned this in his decision.
