Why not just make users of the terminal pay for it?

People who drive to CoMo for MU football games and spend the night should not have to pay for the terminal they don't use.

Increase fees on rental cars from the airport, higher airline fee for carriers using the terminal, place a surcharge on tickets in and out of the airport and a higher surcharge on concessions sold at the airport.
