the development of technology as we use it today requires contributions from chemists, physicians, electrical engineers, coders etc. Technology develops when one individual pioneers improvements in circuitry at MIT, a person from Texas Instruments pioneers improvements in circuit materials, a genius from Silicon Valley writes a new language to make mass computation viable for use, another person developers switches and/or routers to allow the computations to be quickly shared. So again, in the real world of working people...technology is a series of keystones, which others will use to create something even better. No govt or private firm builds and lays the blocks all by themselves, private companies almost always do the work and incur the expense of bringing the technology to market though, and the individuals at universities almost always go to the private sector to further their work.
