inequities that lead to neighborhoods that are characterized by high rates of poverty, racial segregation and discrimination. Solving those issues would greatly reduce the high crime rates associated.

Gun laws could also reduce murder rates.

Neither would eliminate murders, but they are also not mutually exclusive.
