It’s the scam of privatization of insurance. Pharmacy Benefits Managers are the middle man between business and pharmaceuticals. They receive a cut of the profits from drug sales and charge businesses to manage the benefits. So they have absolutely zero incentive to help negotiate better drug prices from pharmacies.
When pharmaceuticals cut them out and sell directly to the public, they don’t have to share the profits with the Pharmacy Benefits Managers.
