So free speech is defined in the constitution by the first amendment, and it additionally states that the federal authorities cannot limit speech using any law to do so. Not that only laws passed by congress are defined by this amendment.
So since free speech is defined in the constitution it is under federal control, not the states, this law is pretty much dead on arrival. It is just Colorado's way to limit free speech and appeal to the idiots in the state.
