What if China and Russia thinks that's bollocks?

They can play by the same rules, of course. That could mean becoming more blatant in fomenting revolutions surreptitiously, or doing so more forthrightly and in essence challenging anyone else to come and stop them, or just funding & helping the opposite side of whatever the US is trying to accomplish.
