oh, so you are now into fully enforcing all the laws, regardless of whether or not someone's rights are infringed upon, or are you on the 4tigs side of "discretion"

I do not know the exact answer of the homeless issue. But sweeping up homeless and forcing them away is not the answer, nor does it solve any problems. Much because property rights in this country have been so messed up for so long.
