Democrats, especially socialists have to have subordinates stupider than they are. That's why the trend in democratic "leadership" has been spiraling downward.
Subordinates appointed to high positions must be:
Dumber than their boss
Totally incurious
Obedient
And most likely, demographically appropriate.
