As usual swamp ass was a big help.
I wonder though, if every other state, or any other state would have granted him the license as well. Don't know if he could read or write or speak English. There are lots of stupid drivers out there.
And anyway, lots of drivers licenses are given out to foreigners and illegal ones too. Not so they can drive, but so they can vote.
They are in effect, voter's licenses.
