These guys like to put heads on pikes and operate via murder factories.

Invade, declare Mexico a protectorate, put these 'organizations' in jail without chance for parole.
That's phase one.
In phase two legalize all substances and let the addicts die in whatever circumstances they create for themselves.
Net-net we'll end up with less people in prison, more freedom and a long-term decrease in the use of all drugs.
All of it is a lot less complicated than it looks and (perhaps oddly) none of it is on the table while the FBI, the CIA and all the enabling agencies remain in operation.
