we should know approximately how many people are within our borders. That helps with scaling - housing, police resources, hospitals, schools, etc. If categorized properly, it would also allow you to know how big your immigration issue is - how many illegals or unregistered folks you have in your country.

What is insane is giving them the same benefits as a citizen. It's insane to include them in the numbers to assess representation.
