pass that or doesn’t take it they get the lowest value vote. If someone passes that, it weights their vote higher.

This step alone would significantly help lessen the impact of stupid people, which is the primary driver of the solution.

Additional testing sections can be created as need arises with democratic input from the weighted votes.
