Are there “summer rules” anymore from the NCAA?

I heard the SLU coach interviewed yesterday and from the way he talked SLU has had organized practices all summer together and had an open advertised scrimmage with hundred of fans in attendance - has Gates been doing the same thing basically?
Please explain why this message is being reported.
