Haefb is correct on the redistricting issue according to the constitution. However those 500,000 Canadians cannot vote.
There are a few local exceptions. A few local jurisdictions (e.g., San Francisco for school board elections, some towns in Maryland and Vermont) allow legal non-citizens to vote in local elections only.
