The Former Director of the FBI allegedly labeled Catholics “potential domestic threats” and then allegedly lied about it to Congress.
The criminal referral was submitted by the Oversight Project—a government transparency watchdog.
It calls for an investigation into Wray for potential crimes including perjury, making false statements, and obstruction of congressional proceedings.
It stems from allegations that Wray misled Congress in his testimony about two separate issues:
🔴An FBI memo targeting traditional Catholics as potential threats and
🔴Probes into Chinese election interference via counterfeit driver's licenses.
Wray served as FBI Director from August 2017 until January 20 of this year when he was pushed out when President Trump named Kash Patel FBI Director.
The alleged perjury is linked to a leaked FBI memo from the Richmond, Virginia, field office in early 2023, which assessed "radical traditionalist Catholics" (RTCs) as potential domestic extremists or racially motivated violent extremists (RMVEs).
The memo suggested links between RTC ideology and white supremacist groups, recommending monitoring and recruitment of informants within Catholic churches, such as priests and choir directors.
It cited sources like the Southern Poverty Law Center, which critics argue introduced anti-Catholic bias.
In July 2023 testimony before the House Judiciary Committee, Wray described the memo as "a single product by a single field office," stating he was "aghast" upon learning of it and immediately ordered it withdrawn and removed from FBI systems.
However investigations by the House Judiciary Committee and whistleblowers revealed:

➡️Involvement of multiple field offices beyond Richmond.
➡️A second, unreleased Richmond memo drafted as a "Strategic Perspective Executive Analytic Report" (SPEAR) for broader distribution, warning that RMVE interest in RTC ideology could increase before the 2024 election.
➡️Evidence of FBI agents approaching church leaders for informant recruitment, contradicting Wray's claim that the FBI does not target individuals based on faith or recruit informants from clergy about parishioners.
Senate Judiciary Committee Ranking Member Charles Grassley highlighted these discrepancies in June
"Based on records I released the other week, there wasn’t just one FBI document that used biased anti-Catholic sources, but over a dozen"
Saying the documents implied "the Catholic Church needed to be watched because it could be considered a terrorist organization."
The referral also accuses Wray of lying about Chinese election interference.
