They will make payments directly out of the Treasury before they resort to that. In fact, it's where we're headed. I think everyone realizes that's what going to happen at this point, thus no action.
Would raising full retirement to 70 solve the problem? The wife and I both waited until 70 to start taking so called social security. The 8% guaranteed increase each year couldn't be found elsewhere.
